I have a mortgage and a home equity loan, can I sell my house? If I can sell a house with a home equity loan, what if I owe money on it?

Hello , Yes so in most transactions their is title insurance which guarantees free and clear title which means no loans or liens on the property. So the proceeds of the home will go to pay off the home equity loan.
